I have a job alert set up for this position. Garner has been posting this job every week for two months. On the first day of each posting, they receive at least 500 applicants, which means they have sourced at least 5,000 applicants for this role. At this point they've sourced more people for a single role than have ever worked for the entire company and still haven't found someone.
I did interview for this role and did well. Like many engineers in the comments, I did a recruiter screen, a culture/tech screen, and then a work experience interview and then was rejected.
It's clear they are one of the many companies that perpetually post ads for positions they never intend to fill to take advantage of the Work Opportunity Tax Credit. Shady business practice. Don't waste your time.

Interview
Four Rounds: - screening call - live coding exercise - virtual on-site (3 rounds, 2 hours total) - final conversation The process was handled professionally. I had multiple interview processes on-going at that time and the recruitment staff at Garner accommodated my schedule nicely, at no time did I feel either rushed or slowed-down.
